The Russian Centre of Science and Culture (RCSC) in New Delhi hosted the XIV Regional Conference of Organizations of the Russian compatriots of Asian countries.
The event was attended by the Deputy Speaker of the Committee on Foreign Affairs of the Federation Council of the Federal Assembly of the Russian Federation Mr A.A. Klimov, Head of the Department for Relations with Compatriots Abroad (DRCA) of the Russian Ministry of Foreign Affairs Mr O.S. Malginov, the Ambassador of Russia to India H.E. Mr N.R. Kudashev, chairmen of the Coordinating Councils of the Russian compatriots of India, Cambodia, the Republic of Korea, China, Nepal and Thailand. Also at the conference, video messages from representatives of organizations of the Russian compatriots from Japan, Singapore, Malaysia and Mongolia were shown.
The main theme of the conference was the discussion of issues such as the celebration of the 75th Anniversary of the Victory in the Great Patriotic War, the protection of the rights and interests of compatriots living abroad, the further consolidation of the Russian-speaking communities, enhancing the interaction of the Russian regions with compatriots, the preservation of spiritual values and cultural identity in the context of integration of the Russian compatriots in the society of the countries of residence, the implementation of the State programme to facilitate voluntary resettlement to Russia.
In his speech, Mr Andrei Klimov emphasized the particular importance of conferences of the Russian compatriots living abroad, because at such venues people can discuss the most pressing issues, share their experiences and thereby create a more comprehensive picture of the world. He stressed the great need for organization of large-scale events, dedicated to the celebration of the 75th Anniversary of the Victory in the Great Patriotic War, given a large amount of foreign propaganda in the modern world aimed at downplaying the important role of the Soviet Union in the victory over fascism in World War II. The Russian dignitary also touched upon such important topics as simplifying the procedure for obtaining the Russian citizenship by compatriots living abroad, promoting the Russian language abroad, protecting the legitimate rights and interests of our compatriots, and their participation in the all-Russian vote on amendments to the Constitution of the Russian Federation. “The all-Russian voting is not just voting in Russia, it is voting of all Russian citizens. And for this purpose, polling stations will be opened abroad. More precisely, this procedure will be described, when the law on all-Russian voting will be adopted. We can already say that we are interested in giving every Russian citizen with an active suffrage ability to participate in the voting procedure, regardless of their location", - said Mr Andrei Klimov.
Addressing the audience, Mr Oleg Malginov underlined a significant increase in the activity of the Russian compatriots in Asia, including countries in which there are no official associations and called on delegates to further optimize the cooperation in the region to jointly solve common problems. He also spoke about the World Thematic Conference of the Russian Compatriots “Compatriots and Continuity of Generations”, that was held in October 2019 in Moscow, and emphasized the special importance of such initiatives, because in many countries the Russian diaspora is mostly represented by women, and they play a special role in saving traditions, language and belonging to Russia in their families. An important topic that was raised during the conference was the problem of the admission of young compatriots living abroad and having Russian citizenship to Russian universities. O.S. Malginov said that this issue is being actively discussed at the interdepartmental level and the search for the optimal solution is being carried out.
Elena Barman, Chairman of the Coordinating Council of Associations of Russian Compatriots in India, spoke about the work of consolidating compatriots in the country, as well as plans to celebrate the 75th Anniversary of the Victory in the Great Patriotic War.
Following the conference, a resolution was adopted, and elections were held for members of the World Coordinating Council of the Russian Compatriots and the Regional Coordinating Council of the Russian Compatriots for the period from 2021 to 2024.
At the end of the official part of the programme, the delegates attended a concert of the folk dance ensemble “Yunost” (Novomoskovsk city, Russia), dedicated to the inauguration of the Culture Festival, organized by the Representation of Rossotrudnichestvo as a part of the celebration of the 55th Anniversary of the RCSC in New Delhi.
